Described by Edgar H. Adams as having the "most artistic design of any of the California private issues," these pieces bearing the inscription SAN FRANCISCO STATE OF CALIFORNIA were issued in denominations of $2.50, $5, $10 and $20.
It is believed that these issues were made in England, possibly on speculation for the California trade. No specimens are known in gold; however, sets do exist in silver, copper and white metal.
